Is it stressed out or stressed up?

The correct phrase is "stressed out," not "stressed up." When someone is stressed out, it means that they are feeling overwhelmed and anxious because of pressure or other demands. "Stressed up" is not a commonly used phrase, and it does not have a clear meaning.
