Yes, non-combat veterans can develop PTSD (post traumatic stress disorder). Non-combat veterans can develop vicarious trauma, where they experience the combat trauma from their fellow soldiers who are exposed to combat. With vicarious trauma, you can develop PTSD from experiencing the trauma of your fellow soldiers indirectly. As a non-combat soldier, you have to hear the stories of the combat trauma, and deal with the aftermath of the trauma, as it can severely impact your military unit and the affected soldiers' families.
